Olympia, Lacey, Tumwater, and Thurston County are working with TRPC to develop a regional climate mitigation plan with actions to reduce regional greenhouse gas emissions that contribute to global climate change. The project includes two phases.
Phase 1, completed between April and November 2018 entailed:
- Assessing each jurisdiction’s existing climate policies and targets
- Identifying mitigation actions each jurisdiction has adopted and/or implemented
- Recommending adoption of a common emissions baseline and targets
- Recommending adoption of an interlocal agreement and scope of work
The partners concluded Phase 1 by signing the interlocal agreement to work on Phase 2, which includes assessing and adopting new actions sufficient to reduce regional greenhouse gas emissions 45 percent below 2015 levels by 2030 and 85 percent below 2015 levels by 2050. Phase 2 – which also includes working closely with residents and a consultant team – begins in early 2019 and will take about 18 months to complete.
The mitigation plan complements the Thurston Climate Adaptation Plan that TRPC developed with regional partners and adopted in January 2018. The adaptation plan includes 91 actions to help the region prepare for and adjust to climate impacts.
